Planning, Design & Construction
The Planning, Design and Construction (PDC) department oversees the planning, design and construction of buildings on campus, in support of Â鶹Ãâ·Ñ°æÏÂÔØBoulder's academic mission.
The Â鶹Ãâ·Ñ°æÏÂÔØBoulder Campus Architect is responsible for managing and monitoring all physical changes to the buildings and grounds of the university. This task is mandated by administration, students, faculty, staff, alumni, and the outside city, state, and national interests who treasure the campus built environment.
Campus Planning focuses on the University's long-range planning and the capital development functions of the University's Facilities Management organization as a balanced counterpart to the project-related functions of Campus Design & Construction.
The campus civil engineering team, housed in the Department of Facilities Management, is tasked with helping make CU-Boulder’s built environment a functional and safe place to study and work.

The Design & Construction division of Facilities Management assists campus clients through the various processes necessary to successfully complete all construction projects on campus.Â
The campus electrical engineer verifies that campus and national electrical code standards are met throughout all CU-Boulder buildings and facilities.
Campus facilities standards assist architects, engineers, other design professionals and contractors in understanding the university's requirements.
The mission of the Fire and Life Safety team is to ensure the safety of the University of Colorado students, personnel and visitors through the interpretation of fire protection codes and standards and the application of engineering principles.
The Geographic Information System (GIS) division is responsible for developing and maintaining a geographic information system (GIS) for campus. The CAD & Document Management division is responsible for cataloging and archiving all campus project documents and related materials.
All construction work on campus is required to undergo a process that includes plan review, permitting and inspection.
The campus mechanical engineering team, housed in the Department of Facilities Management, serves as a steward of the university’s HVAC and plumbing systems, helping provide a safe, functional and comfortable building environment.
The office of Space Optimization maintains an accurate space database of university owned and occupied space, administers a fair and equitable process for requesting and allocating campus space and provides insightful space and space use analyses to make informed decisions.

Brian Lindoerfer, Associate Vice Chancellor for Facilities Management
The Office of Planning, Design and Construction is overseen by Associate Vice Chancellor for Facilities Operations Brian Lindoerfer. Lindoerfer, who holds a Â鶹Ãâ·Ñ°æÏÂÔØBoulder master’s degree in civil engineering, has worked at the university since 2018 and is a U.S. Navy retiree with extensive experience in facilities and public works.Â

d'Andre Willis, Director of Planning/Campus Architect
d’Andre is responsible for the planning and design for all capital improvements for the Â鶹Ãâ·Ñ°æÏÂÔØBoulder campus, directs facilities planning and architectural design, and leads the Planning Department. The Planning team is made up of architects, landscape architects, campus planners, and other professionals, and is responsible for leading planning and programming for campus development, and for managing the design work of outside consultants.Â

Kevin Griffin, Director, Space Planning and Management
Kevin is responsible for establishing and evaluating appropriate campus space standards and policies, analyzing and assessing program requirements, and developing alternative solutions for space allocation, assignment and relocation in ways that best achieve the overarching goal of the initiative.

Zac Niehues, Director, Engineering
Zac is responsible for planning, design and quality assurance of building mechanical, electrical, civil, and fire and life safety systems and the enforcement and interpretation of applicable building codes and campus design standards.

Mike Turman, Director, Design and Construction
Mike oversees the construction project management team in the Office of Planning, Design, and Construction. The group of nearly 30 staff is responsible for the execution of approximately 400 non-capital and capital projects per year, including early project development, construction, project completion, occupancy and warranty.

Elisha Reyes, Executive Assistant to the AVC for Planning, Design and Construction
Elisha provides multi-faceted critical support to the AVC and Leadership team while developing positive and strategic relationships at all levels of the organization. She also is the liaison for Capital Governance, responsible for collecting, distributing and communicating PM information regarding project updates, phases and or approval requests. Elisha also coordinates the collection of campus wide activity and reporting of essential data on Â鶹Ãâ·Ñ°æÏÂÔØcapital construction activities in support of the system office and Board of Regents Finance Committee.
